As far as I'm aware, Sarah Ferguson may well be the Duchess of York, but she's never been the mayor of Memphis. The Duchess of York and the mayor of Memphis have always been two distinct individuals.
This revision isn't perfect—more changes are needed for it to flow naturally—but, with the addition of the Oxford comma, it's at least no longer misleading:
