It's all gone to shit

BBC website funding...?

This website is produced by BBC Global News Ltd, a commercial company that is part of BBC Studios, owned by the BBC (and just the BBC). No money from the licence fee was used to create this website. the money we make from it is re-invested to help fund the BBC's international journalism. While I'm visiting the UK, bbc.com defaults to including this little titbit, advising that the site is not funded by the licence fee. Clicking the webpage's banner takes me to bbc.co.uk and the notice disappears. But it's never shown when I visit bbc.com from outside the UK.

I have no idea what any of this means. Or, more to the point, why. (confused)

Advising visitors to the UK that the BBC funds the site by means that are not shared within the UK on bbc.co.uk, or outside on bbc.com? WTF?
