Given border closures due to the pandemic, food shortages aren't going to be solved through imports. And the country's crop yields have failed for numerous reasons that are unlikely to be resolved in the short-term.

So, it's down to small-scale agriculture to plug the gap then. It's unclear as to how many plant pots each official will be expected to keep on the balconies of their state-owned hovels. But at least it's a start.
